Rachel Palermo (J.D. ’21) is an associate in the Government Controversies and Public Policy Litigation Practice at Jenner & Block in Washington, D.C.

Previously, Rachel served as the Deputy Communications Director and Associate Counsel to Vice President Kamala Harris, where she advised the Vice President on her messaging and communications strategy, and she focused on ensuring compliance with ethics and election laws and responding to oversight requests.

Before her time at the White House, Rachel held roles with the Biden-Harris Transition, the Democratic National Committee, Pete Buttigieg's presidential campaign, and SKDKnickerbocker.

Rachel received her B.A. in political science and economics from St. Olaf College, where she served as Student Body President. While at Notre Dame Law School, Rachel was Managing Articles Editor for the ND Journal of Law, Ethics & Public Policy, President of the Women’s Legal Forum, and an Oralist on the Notre Dame Moot Court Board.
